Imperfect Protection: NEPA at 35 Years Harvey Black Abstract As one of the foundations of environmental policy in the United States, the 1969 National Environmental Policy Act (NEPA) changed the way the federal government--and those conducting business with it--considered the environment in decision-making processes. NEPA requires that any federal action be undertaken only after the environmental impacts of that action are reviewed, disclosed to the public, and opened for comment, and alternatives to the action considered. The effectiveness of the program is debated because of the time that goes into preparing paperwork under NEPA's stipulations, and efforts are under way to fine-tune NEPA processes.
