Progress Reports
Progress reports are usually required annually as part of the noncompeting continuation request or competing continuation application. NIH may require these reports more frequently. The information to be included in the progress report as part of a noncompeting continuation request is specified in the PHS-2590 application instructions, which also include the alternate instructions for awards under the streamlined noncompeting award process (SNAP).

Final Reports
Grantees are required to submit a final Financial Status Report, Final Invention Statement and Certification, and final progress report within 90 days of the end of grant support unless an extension is granted by the grants management officer. Failure to submit timely final reports may affect future funding to the organization or PI.

Closeout
NIH will close out grants as soon as possible after expiration of a grant that will not be extended or after termination of a grant as provided in 45 CFR 74.71 to 74.73 or 92.50. Closeout includes timely submission of all required reports and adjustments for amounts due the grantee or NIH.

Closeout of a grant does not automatically cancel any requirements for:

  • Property accountability
  • Record retention
  • Financial accountability

Following closeout, the grantee remains obligated to return funds due as a result of later refunds, corrections, or other transactions. The Federal Government may recover amounts based on the results of an audit covering any part of the period of grant support.

Closeout
The original and one copy of the completed Final Invention Statement and Certification is to be returned to the awarding component that funded the grant or award.

No-Cost Extension
Grantees do not need approval for the first no-cost extension. The grantee's business office must contact the NCI Grants Administration Specialist, who will issue a new notice of award to reflect a later date.

Change of PI
If the principal investigator changes, a letter from the grantee institution is required. The grantee must:

  • Contact the grant specialists assigned to the grant
  • Submit to the NCI Grants Administration Branch a new face page signed by the new investigator

Changing Institutions
Grantees who are changing institutions and would like to take their grant must make a written request to the current institution for release of the grant. Grantees must also:

  • Contact the NCI grants specialist assigned to the grant
  • Submit to the NCI Grants Administration Branch:
    • New face page signed by the new institution
    • Revised budget
    • Updated information on resources and environment to conduct the study
