S. 741The Minor Use and Minor Species Animal Health Act of 2004
On March 27, 2003 Senator Jeff Sessions introduced S. 741, the Minor Use and Minor
Species Animal Health Act of 2004, which was referred to the Senate Health, Education,
labor and Pesnions Committee. Provisions would increase the availability of new
therapies for minor species animals for which treatments for many ailments do not exist or
are unavailable. Provisions in Title II, Food Allergen Labeling and Consumer Protection, of
interest to NIH would require the Secretary of HHS, acting through the Director of NIH, to
convene an ad hoc panel of nationally recognized experts in allergy and immunology to
review current basic and clinical research efforts related to food allergies. Not later than
one year after enactment, the Panel would be required to make recommendations to the
Secretary for enhancing and coordinating food allergies research. The Secretary would be
required to make these recommendations available to the public.

March 8, 2004 – The Senate passed S. 741 by Unanimous Consent
July 20, 2004 – The House passed S. 741 under suspension of the rules by a two thirds majority vote.
