S. 10—The Health Care Coverage Expansion and Quality Improvement Act of 2003

On January 7, 2003, Senator Thomas Daschle (D-SD) introduced S. 10, the Health Care Coverage Expansion and Quality Improvement Act of 2003. Provisions include requiring health care insurers to allow their enrollees to participate in clinical trials, requiring health care insurers to grant their enrollees access to information about the plans, patient safety improvement to address medical errors, and mental health parity. S. 10 was referred to the Senate Committee on Finance.
