As a matter of general information, the NIH recently implemented a restructuring and consolidation of certain acquisition functions, operations, and offices. Instead of most Institutes having their own contracts offices, as they did in the past, there are now 10 Offices of Acquisitions (OAs) serving the various Institutes and Centers within NIH. Effective October 31, 2005, the Contracts Management Branches of the National Institute of Neurological Disorders and Stroke (NINDS), the National Institute of Mental Health (NIMH), and the National Institute on Drug Abuse (NIDA) were combined to form a new Office of Acquisitions, Neurosciences. The new Office of Acquisitions, Neurosciences is organizationally aligned under the National Institute on Drug Abuse, NIH. Given the demonstrated experience and acumen of the R&D contract operations for each of the three Institutes, and to maintain the strong working relations with and support for the scientific programs, the Office of Acquisitions, Neurosciences will retain separate R&D branches for each Institute, staffed by the existing personnel who handled their contracts. Therefore, what was formerly the Contracts Management Branch, NINDS is now one of three research and development (R&D) contract branches under this new organization and is now recognized as the NINDS R&D Contracts Management Branch, NIDA, NIH. Our branch location and address remain unchanged and our staff will continue to provide service in support of the NINDS research and development contract portfolio.

Mission Statement

The NINDS R&D Contracts Management Branch (NINDS R&D CMB) supports the mission of the National Institute of Neurological Disorders and Stroke (NINDS), which provides major support on the causes, prevention, diagnosis, and treatment of neurological and muscle disorders.

Description of Services

The NINDS R&D CMB is responsible for the award and management of the Research and Development contracts sponsored by the Institute which are needed, in part, to implement NINDS' mission. In doing so, NINDS R&D CMB provides contract support to both extramural and intramural scientific program clusters and scientists in their efforts to support and direct research. NINDS R&D CMB also provides instruction and information to help guide potential Offerors through the acquisition process and assists Contractors in the administration of contract awards. NINDS R&D CMB is a full-service acquisition office responsible for all aspects of the contracting process from advance acquisition planning through the solicitation, negotiation, award, post-award administration and close-out phases.
