Standard Operating Procedure Table of Contents

 

Purpose

To enable grantees to perform some actions without prior approval from Grants Management Program (GMP).

Procedure

Expanded authorities apply to all grants except individual fellowships; however, GMP decides automatic carryover of unobligated balances based on grant mechanism. Also see the Prior Approvals for Post-Award Grant Actions SOP.

Principal Investigators

All grantees may perform the following actions without prior approval from GMP.

  • Extension of the final budget period one time for up to 12 months without additional funds.The grantee may extend the project period through the eRA Commons up to the last day or ten days before the grant is originally supposed to end. The authorized institutional official must email the grants management specialist indicating he or she has extended the grant.
  • Carryover of unobligated balances from one budget period to the next for some grant awards. Grantees must report balances over 25 percent of total costs to the grants management specialist. Grants and program staff evaluate why there are funds remaining and how the grantee plans to use them to ensure:
    • 1) We are not over funding the grantee.
    • 2) The planned use of the funds would not expand the scope of the project. The terms and conditions of an award will reflect whether the grantee can carry over funds.
  • Transfer the performance of substantive programmatic work to a third party by a consortium agreement. Under expanded authorities, a grantee is not required to obtain NIH prior approval for transferring the performance of substantive programmatic work unless the activity constitutes a change in scope or results in the transfer of substantive programmatic work to a foreign component.
  • Cost-related prior approvals, including patient care and equipment. Requirements for NIH approval of incurrence of these costs, including rebudgeting for them, do not apply under expanded authorities unless they constitute a change in scope.
