Standard Operating Procedure Table of Contents

 

Purpose

To request that the NIH Center for Scientific Review (CSR) change a grant application's primary IC assignment (grant number), activity code, integrated review group or study section, or Council date or withdraw an application.

Procedure

The NIAID Referral Liaison at Lock icon: This link will not work for public visitors.Contact for NIAID Staff reviews and signs Change of Assignment (901) forms and forwards them to either the CSR Division of Receipt and Referral (DRR) or another IC, depending on the request. The two most common requests in a 901 form are an assignment change from CSR and an application's withdrawal from IMPAC.

Use the online 901 form to ensure you are using the current version. DEA updates it periodically; follow the 901 form instructions.

Change of IC assignment

Program Staff

  • Request a change in primary assignment for a grant application either 1) before initial review for a change in IC assignment, or 2) after peer review to enable a new primary IC to make an award. For the latter, do not make this request until after the summary statement has been entered into IMPAC. NOTE: For instructions on how applicants should request assignment change, see Request for Primary IC Assignment SOP.
  • Discuss assignment changes with your counterparts in other ICs before submitting a 901 form.
  • If an application is moving to an IC for review, notify the scientific review officer of the assignment change before the review.

In deciding whether to accept an assignment change from another IC, discuss the consequences with your branch chief. If you decide to accept the application, notify your division coordinator. The coordinator will then send the application to Lock icon: This link will not work for public visitors.Contact for NIAID Staff.

Withdrawal after application submission

Program Staff

  • If an application is nonresponsive to an RFA, submit a 901 form to have the application withdrawn. Inform the principal investigator and the scientific review officer that the application will not be peer reviewed. See the Withdrawal of a Nonresponsive Application SOP.
  • If an applicant decides to withdraw an application, submit a 901 form with a letter from the investigator and co-signed by the sponsoring institution's business official.

  • Use a 901 form to request changes or correct errors in a grant number, activity code, integrated review group or study section, or Council date.
  • Send completed 901 forms to Lock icon: This link will not work for public visitors.Contact for NIAID Staff. If another IC is involved, Lock icon: This link will not work for public visitors.Contact for NIAID Staff must fax the 901 to the other IC's referral liaison for approval and signature.
  • The other IC's staff will fax the 901 form, approved and signed by both ICs, to CSR for final action.
