NIH GRANTS POLICY STATEMENT (REV. 03/01):  CORRECTIONS AND CLARIFICATIONS

National Institutes of Health

The purpose of this Notice is to correct and clarify some items that 
are included in the revised NIH Grants Policy Statement (NIHGPS), 
(03/01).  

CORRECTIONS

Both corrections are in “Table II-2, SUMMARY OF ACTIONS REQUIRING NIH 
PRIOR APPROVAL,” which is on pages 106-107 of the PDF version of the 
NIHGPS.  The effective date for the NIHGPS should read “(effective 
3/01).”  Also, in the same table, “Carryover of unobligated balances  
from one budget period to the next” should indicate “YES” in the column 
“NIH Grants Policy Statement (NIHGPS) (effective 3/01).”

CLARIFICATIONS

The clarifications are in the following locations: in Part II, 
“Requirements Affecting the Rights and Welfare of Individuals as 
Research Subjects, Patients, or Recipients of Services,” we have 
included the NIH Guidance for Research on Human Fetal Tissue.  This 
guidance was originally published in the NIH Guide for Grants and 
Contracts on September 3, 1993. 

In addition, in Part II, “Ethical and Safe Conduct in Science and 
Organizational Operations,” we have included clarification on the topic 
of standards of conduct.  First, we clarify that the grantee is 
responsible for informing the NIH Chief Grants Management Officer 
(CGMO) if an infraction is related to an NIH award.  Also, when 
informing the NIH CGMO that a financial conflict of interest has been 
identified, the organization will assure that the interest has been 
addressed in accordance with the regulations by indicating whether the 
conflict has either been either managed, reduced, or eliminated.

Please note these corrections and clarifications in your copy of the 
NIHGPS (rev. 3/01).  The HTML version has been changed to reflect this 
Notice.  The revised pages (50-53, 60-1 – 60-3, 106 and 107), as well
