In 1991 Dr. Michael J. Fordis, the first Director of the NIH Office of Intramural Training and Education (OITE), expanded the Clinical Associates Committee to include basic science representatives of each institute. The NIH Fellows Committee (FelCom) consists of representatives from each institute working to enhance the intramural training program, foster communication among fellows and the NIH community, and serve as a liaison to administration programs affecting the training experience. Representatives are selected for one year appointments based on elections and the recommendation of the ICD Scientific Director.

FelCom meetings are open to all NIH fellows and are scheduled for the first Thursday of every month. The committee discusses areas of concern, the progress of current projects, and receives reports from representatives serving as liaisons. Minutes from the meetings are updated each month. FelCom operation is governed by FelCom bylaws and the use of electronic media is according to FelCom web & FELLOW-L policies. Committee initiatives are supported by Fellow volunteers, the NIH Office of Intramural Training and Education, the intramural Scientific Directors, and the NIH Alumni Organization.
