H.R. 4628The Patient’s Bill of Rights Act of 2004
On June 21, 2004, Representative John Dingell (D-MI) introduced H.R. 4628, the Patient’s Bill
of Rights Act of 2004. Provisions would require health care insurers to allow their
enrollees to participate in clinical trials and pay for routine patient costs provided in
connection with the trial. Clinical trials are defined as those approved by NIH, FDA,
DoD, and the Department of Veterans Affairs. The companion measure is S. 1945,
introduced by Senator John McCain (R-AZ) on November 24, 2003. H.R. 4628 was jointly
referred to the House Committees on Energy and Commerce, Education and the
Workforce, and Ways and Means.
