H.R. 3960The Stem Cell Replenishment Act of 2004
On March 11, 2004, Representative Millender-McDonald (D-CA), introduced H.R. 3960, the Stem Cell
Replenishment Act of 2004. The bill would permit Federal funding for research using human embryonic
stem cells derived after August 9, 2001, notwithstanding President Bush’s policy directive limiting such
research to cells derived prior to that date. The bill has no cosponsors and was referred to the House
Committee on Energy and Commerce.
