H.R. 1420—The Microbicide Development Act

On March 8, 2007, Representative Janice Schakowsky (D-IL) introduced H.R. 1420, the Microbicide Development Act. Provisions would require the Director, Office of AIDS Research, to expedite the development and implementation of a Federal microbicide research and development strategic plan; coordinate the implementation, review, and prioritization of elements of the strategic plan with other Federal agencies, the microbicide research and development (R&D) community, and health advocates; expand, intensify, and coordinate the activities of all appropriate NIH research components with respect to research on the development of microbicides to prevent the transmission of HIV and other sexually transmitted diseases; and prepare an annual report to the Congress that describes implementation of Federal microbicide R&D strategies. In addition, provisions would require the Director, NIAID, to establish within the Division of AIDS, a clearly defined organizational branch charged with carrying out microbicide R&D. The bill also contains provisions targeted to CDC and USAID. H.R. 1420 has 13 original co-sponsors and was referred to the House Committees on Energy and Commerce and on Foreign Affairs.
