S. 1410—Access to Medical Treatment Act

On July 15, 2003, Senator Tom Harkin (D-IA) introduced S. 1410, the Access to Medical Treatment Act. This bill would allow patients to receive and health practitioners to provide drugs and medical devices that have not been approved by the Food and Drug Administration. S. 1410 includes reporting requirements for practitioners if they discover that unapproved drugs or medical devices pose a danger to patients. S. 1410 was referred to the Senate Committee on Health, Education, Labor and Pensions. The companion measure, H.R. 2085, was introduced by Representative Peter A. DeFazio (D-OR) on May 14.
