Subject: COLAs for Administratively Determined Employees

Colleagues

Dr. Zerhouni has approved comparability increases for employees whose pay is administratively determined (Title 42, SBRS, ST/SL, and Special Experts). The increases are effective January 11, 2004, and will be processed centrally for all effected employees. As shown below, the amount of increase approximates that granted to General Schedule and SES employees at similar pay levels, with limitations as indicated. Please notify the appropriate IC officials and affected employees that these increases have been approved.

Employees whose 2003 salary, including locality, is at or above $142,500

SBRS [RS]
Special Experts
Senior Level & Scientific & Professional Positions (SL/ST)
Title 42 (f) and (g)
2.2 percent increase

Employees whose 2003 salary, including locality, is below $142,500

SBRS [RS]
Special Experts
Senior Level & Scientific & Professional Positions (SL/ST)
Title 42 (f) and (g)
Washington/Baltimore
4.42
Rest of US
3.90

Employees assigned to other locality areas will be granted an increase equivalent to the total increase granted to General Schedule employees in their locality area.

Limitations

To accommodate these increases, the Pay Bands and Terciles established under the Title 42 Pay Model will be adjusted accordingly.

Director of Human Resources
