S. Con. Res. 23—Congressional Budget for the United States Government for Fiscal Year 2004

On March 14, 2003, Senator Don Nickles [R-OK] introduced S. Con. Res. 23, would establish the Congressional Budget for the Government for FY 2004 and would set budgetary levels for FYs 2003 and 2005 through 2013. The legislation would fully fund Project BioShield (S. 15) and provide $450 million in FY 2004, and an additional $22 billion over 10 years, to slow the global spread of HIV/AIDS and deliver treatment to millions of infected people in developing countries. It would also increase funding for NIH: "The Omnibus Appropriations bill of 2003 completed the planned 5-year doubling of the NIH budget from $13.7 billion in 1998 to $27.1 billion in 2003. The FY 2004 Budget includes an additional increase, bringing total NIH funding to $27.9 billion. After accounting for approximately $1.4 billion in one-time non-recurring costs in FY 2003 for facilities construction and anthrax vaccine procurement, NIH research programs and support will have an increase of more than $1.9 billion, or 7.4 percent, in FY 2004." COMMITTEE/SUBCOMMITTEE ACTION

March 25, 2003 – The Senate passed the amendment by a vote of 96 to 1.

March 26, 2003 - The Senate Committee on the Budget (Senator Don Nickles [R-OK], Chairman) passed S. Con. Res 23 by a vote of 56 to 44.
