H.R. 1588—National Defense Authorization Act for Fiscal Year 2004

On November 24, 2003, the President signed H.R.1588, the National Defense Authorization Act for Fiscal Year 2004, as P.L. 108-136. Provisions of the Act require establishment of a range of rates of basic pay for the Senior Executive Service, with each senior executive being paid at one of the rates within the range based on individual performance, contributions to an agency’s performance, or both, as determined by a rigorous performance management system. Provisions also establish design elements of pay-for-performance systems, and require agencies to conduct employee surveys to assess leadership and management practices that contribute to agency performance and to employee satisfaction. H.R. 1588 was introduced by Representative Duncan Hunter (R-CA), Chairman, House Committee on Armed Services, on April 3, 2003.
