H.R. 3459Healthcare Equality and Accountability Act
On November 6, 2003, Representative Elijah Cummings (D-MD) introduced H.R. 3459, the
Healthcare Equality and Accountability Act. H.R. 3459 would address various efforts to improve the
health of minority individuals. Provisions of interest to NIH address the 1) expansion of support for
uterine fibroid research; 2) surveillance and screening for fetal alcohol syndrome; 3) reduction of infant
mortality, HIV/AIDS, and cancer; and 4) improved efforts to prevent and treat stroke and diabetes.
Several other health topics are addressed, as well. H.R. 3459 was referred to the House Committees
on Energy and Commerce, on Education and the Workforce, on Resources, on Judiciary, on Ways
and Means, and on Agriculture. On November 6, Senator Tom Daschle (D-SD) introduced the
companion measure, S. 1833.
