H.R. 2852Cord Blood Stem Cell Act of 2003
On July 24, 2003, Representative Chris Smith (R-NJ) introduced H.R. 2852, the Cord Blood Stem Cell
Act of 2003. The bill would require HRSA to enter into contracts with qualified cord blood stem cell
banks to establish and maintain a National Network of Cord Blood Stem Cell Banks containing at least
150,000 units of human cord blood stem cells to be used primarily for therapeutic purposes. The bill
would require the Network to allocate up to 10 percent of the cord blood inventory each year for
peer-reviewed research.
