This manual specifically addresses the requirements for all RLF grants awarded under the Small Business Liability Relief and Brownfield Redevelopment Act (P.L 107-118, or Brownfields Law) signed on January 11, 2002, or only for previously awarded RLF cooperative agreement pilots that have formally transitioned to the new law requirements.
