H.J. Res. 20—A Joint Resolution Entitled the "Revised Continuing appropriations Resolution, 2007"

On January 29, 2007, the House filed H.J. Res. 20, a FY 2007 Joint Funding Resolution for all agencies of the Government without enacted FY2007 appropriations bills, including Labor, HHS, and Education which includes NIH. The Joint Funding resolution will include a number of important program increases above to the FY 2006 funding levels, including a $620 million increase for the National Institutes of Health. Specifically, the resolution would appropriate $483 million for the Common Fund; $69 million for the National Children’s Study (NCS) in the OD, an increase of $58 million ($11 million for the NCS has been moved from NICHD to the NIH OD for the NCS); $91 million in OD to support new investigators; and increases for certain ICs ($ 5 million for NLM; $4 million for NCMHD; and $34 million for NCRR) and additional funds to implement the NIH Reform Act. The House is expected to take up the resolution on January 31.

FLOOR ACTION

January 31, 2007 - The House passed H.J. Res. 20 by a vote of 286 to 140.

February 14, 2007 - The Senate passed H.J.Res. 20 on a recorded vote of 81 to 15.

PRESIDENTIAL ACTION

February 15, 2007 - The President signed H. J. Res. 20 into law as P.L. 110-5.
