Human Resources Systems at NIH

Human Resources (HR) systems are the electronic tools used to access HR-related information and perform HR-related functions. These tools allow an NIH employee to examine information such as his/her Leave and Earnings Statements (myPay), Official Personnel Folder (eOPF), and health & life insurance information (HRIBS). An employee can also change information through HR systems including his/her emergency contact information in eOPF and direct deposit information in myPay. Several systems are accessible at anytime.  The systems also enable HR staff to execute HR-related activities such as job announcements and personnel actions.

Self-service tools for Employees:

eOPF: The Electronic Official Personnel Folder system provides civilian employees with 24-hour online access to documents covering their employment history with the Federal Government.

HHS Learning Portal (LMS): HHS Learning Portal also known as the Learning Management System (LMS) is a Department of Health and Human Services (HHS) enterprise-wide system that will be a one-stop-shop for all NIH employees, contractors, fellows, commission corps officers, guests and volunteers to access and track their training needs. This system will gradually replace existing training systems throughout NIH and HHS. The purpose of this initiative is to meet the requirements of the President’s Management Agenda (PMA) by streamlining training across HHS. The system is available now, and is expected to be fully implemented throughout NIH by December 2009. HR Community on the NIH Portal: The NIH Portal acts as an NIH-wide intranet.  The HR Community on the NIH Portal consolidates HR-related content and provides access to all of the HR self-service tools detailed below.

HRIBS: The Human Resources Information and Benefits System provides NIH employees with the ability to request and validate their benefits information.

ITAS: The Integrated Time and Attendance System allows users to update and approve their timecards online. Users can request leave via an online form at any time of day.

myPay: Provided by the Defense Finance and Accounting Services (DFAS), myPay allows NIH employees to view their Leave and Earnings statements online at any time. Other changes employees can make through myPay include allotments, taxes, and Thrift Savings Plan contributions.

NIHITS II: The NIH Integrated Training System II is used by NIH staff to initiate training nominations, electronically route them for approval, and interface with other NIH systems.

TSP: The Thrift Savings Plan Web site allows participants to perform a number of functions related to their TSP account, including viewing account balances and statements, changing allocations, and making interfund transfers.

Additional electronic resources for employees performing HR-related functions:

DataWarehouse: DataWarehouse allows registered users to view pre-defined queries and create ad hoc reports on personnel data, such as NIH employees by series and new hires.

Delegations Database: The Delegations of Authority (DOA) database provides authorized members of the NIH community with the ability to enter and edit delegations for their respective IC.

Capital HR: The Enterprise Human Resources and Payroll/Capital HR system is used to process personnel actions—such as hires, promotions, and resignations—and administer benefits.

E-Induction: E-Induction allows new employees to access required forms via the web and submit information electronically to their servicing HR office before they physically report to duty.

E-Verify: E-Verify electronically compares information contained on the Employment Eligibility Verification Form (Form I-9) with more than 425 million records contained in the Social Security Administration (SSA) and more than 60 million records in the Department of Homeland Security (DHS) databases, to assist employers with verifying the identity and employment eligibility of newly hired employees.

HHS Careers at NIH (QuickHire): HHS Careers is an online recruitment system that allows NIH to recruit highly-qualified applicants through an automated, job-specific questionnaire and electronic resume collection process.

HR Projects on the NIH Portal: In addition to the HR Community on the NIH Portal, there are collaborative capabilities called “projects”. Through these projects, participants can share and edit documents, contribute to discussions threads, delegate assignments, and share calendars.

QuickClassification: QuickClassification is a web-based system that facilitates the creation and classification of position descriptions.

USAJOBS: USAJOBS is the official recruitment site of the Federal Government. Human Resources personnel post NIH openings onto USAJOBS and job seekers may search for positions through the systems.

WiTS: The Workflow Information Tracking System is a web-based tool that enables personnel actions and activities to be tracked in near real-time.
