H.J. Res. 68—The First Continuing Resolution (CR) for FY 2006

On September 28, 2005, the House Appropriations Committee Chairman Jerry Lewis (R-CA) introduced H.J. Res. 68, the first Continuing Resolution (CR) for FY 2006. The measure, which is expected to be passed by both the House and Senate on September 29, would provide funding for agencies whose regular appropriations bills have not yet been passed. Only two of the regular FY 2006 appropriations bills (Interior and Legislative Branch) have been signed into law, and the new fiscal year begins Saturday, October 1. This continuing resolution would keep the remaining programs, including NIH, which is funded through the Labor, HHS, Education Appropriations bill, operating at the lowest of three possible levels: the fiscal 2005 rate or either of the House- or Senate-passed fiscal 2006 levels, through November 18, 2005. For NIH, the funding would be at the fiscal 2005 rate. The CR must be passed and signed by the President before midnight on September 30 in order to provide continuous funding.

September 30, 2005 - The President signed H.J. Res. 68 into law H.J. Res. 68 as P.L. 109-77.
