H. R. 4106 Telework Improvements Act of 2008
On November 7, 2007, Representative Danny Davis (D-IL), introduced H.R. 4106, the Telework Improvements Act of 2007. The bill, as amended, requires the head of each agency (e.g. HHS) to establish a policy that allows authorized employees to telework, requires the General Services Administration (GSA) to issue guidance on issues related to telework, creates the position of Telework Managing Officer, requires the Government Accountability Office (GAO) to evaluate and report on agency telework programs, and requires agencies to incorporate telework into their continuity of operations planning. H.R. 4106 was referred to the House Committee on Oversight and Government Reform.

February 28, 2008 – The House Government Oversight and Government Reform Subcommittee on Federal Workforce, Post Office, and District of Columbia (Representative Danny Davis [D-IL], Chairman) marked up and ordered H.R. 4106, as amended by the Subcommittee, to be reported, by voice vote.
May 21, 2008 – The House Committee on Oversight and Government Reform (Representative Henry Waxman [D-CA], Chairman) reported H.R. 4106, as amended (H. Rept. 110-663).
