H.R. 3043 — The FY2008 Labor, HHS, and Education Appropriations Bill

On June 7, 2007, the House Appropriation Subcommittee on Labor, HHS, and Education (Representative David Obey [D-WI], Chair) marked up the FY2008 Labor, HHS, and Education Appropriations bill. The bill is scheduled for full Committee action on June 14, after which a bill number will be assigned. Preliminary reports indicate that the NIH would receive $29,649,887,000, which is $750,000,000 above the FY2007 appropriation and $1,028,646 (3.6 percent) above the FY2008 President’s request.

COMMITTEE/SUBCOMMITTEE ACTION

June 19, 2007 - The Senate Appropriations Subcommittee on Labor, HHS, and Education marked up H.R. 3043.

July 11, 2007 - The House Committee on Appropriations (Representative David Obey [D-WI], Chairman) marked up H.R. 3043, without change to the levels provided in subcommittee.

FLOOR ACTION

July 17, 2007 -  The House debate began on H.R. 3043, which includes funding for NIH.

October 17, 2007 - The Senate began debate on H.R. 3043/S. 1710.

October 23, 2007 - The Senate completed action on H.R. 3043, which includes funding for NIH.

November 6, 2007 - The House began floor action on the Conference Report on H.R. 3043 which also included the FY2008 Military Construction-VA appropriations bill H.R. 2642.

PRESIDENTIAL ACTION

November 13, 2007 - The President vetoed H.R. 3043.
