On March 20, 2007, Representative David Obey (D-WI) introduced H.R. 1591, a bill from the Committee on Appropriations ‘Making emergency supplemental appropriations for the fiscal year ending September 30, 2007.’ This bill would provide additional funding for the Iraq war, but also contains other provisions, including a transfer of $49.5 million from NIAID to the HHS Public Health and Social Services Emergency Fund “to support advanced research and development of biodefense countermeasures. This work is to be conducted by the Assistant Secretary for Preparedness and Response consistent with the authority provided in the Pandemic and All-Hazards Preparedness Act.” Floor action in the House is scheduled for March 22.
