Committee Management @ NIH

Current legislation mandates or authorizes the establishment of federal advisory committees at the NIH.  NIH is required to establish these federal advisory committees in accordance with the Federal Advisory Committee Act (FACA) and other regulations and policies governing the use of federal advisory committees. NIH uses four types of advisory committees including the Initial Review Groups and Special Emphasis Panels that perform the first level of peer review of research grant applications and National Advisory Councils and Boards that perform the second level of peer review.

• As the official liaison to the Office of Federal Advisory Committee Policy (OFACP), the IC Committee Management Officer (CMO) creates the a Federal Register notice for each completed meeting and forwards them to OFACP for clearance and publication in the Federal Register
• The module interfaces with the Office of Financial Management’s (OFM) Scientific Review and Evaluation Awards (SREA) system. The SREA system transmits reviewer payment data to OFM who makes the payment to the reviewers. The payment information is transmitted back from OFM to CM where the Financial Operating Plan (FOP) report can be generated.
• Facilitates that capture of financial data, both administrative and member costs, used to create financial operating plans (FOPs).  FOPs are used in the renewal/re-chartering process and end of year reporting requirements.
• Transfers information and data to the GSA Committee Management Secretariat’s FACA Database through XML program/reports.  This transfer of data saves users time taken to again rekey member and meeting information.

Who can use the CM module at NIH?

CM is limited to authorized users with specific roles as listed below. An IMPAC II Username and password are needed to log in.

• Institute or Center’s (IC) Committee Management Officer (CMO)
• Extramural Support Assistant (ESA) also known as Grants Technical Assistant or Grants Clerk
• Scientific Review Administrators (SRA)
• Scientific Review and Evaluation Award (SREA) Administrators
• Director/Analysts in the Office of Federal Advisory Committee Policy Staff (OFACP)

Note: Currently, the CM module is available as a client-server module, a CM web version and a CM J2EE version.
