S. Con Res. 18—The FY 2006 Senate Budget Resolution

On March 16, 2005, Senator Arlen Specter (R-PA) offered amendment No. 173 to S. Con. Res. 18, the FY 2006 Senate Budget Resolution. The amendment, cosponsored by Senator Tom Harkin (D-IA), would add $1.5 billion to function 550 (Health) to increase the budget for the NIH, and add $500 million to function 500 (Education). The amendment would be fully offset through a reduction in function 920 (Administrative Expenses). During debate on the Budget Resolution, Senators Judd Gregg (R-NH) and Michael Enzi (R-WY) spoke in opposition to the amendment. The Specter amendment passed by a vote of 63 to 37.
