Mandatory Personal Security Training for Temporary Duty Travel of 30 Days or More

In compliance with U.S. Department of State security guidelines, the Department of Health & Human Services issued a directive on mandatory personal security training for temporary duty travel of 30 days or more [PDF].

Effective January 1, 2005, all American personnel who request country clearance at an overseas location to perform extended temporary duty for 30 days or more must complete mandatory personal security training prior to travel.

This requirement applies to HHS employees, contractors, and fellows, including individuals on research fellowships and other exchange programs. Arrangements to comply with the training requirement must be noted on the Notification of Foreign Travel (NFT), that is, date(s), course(s) completed or registered for. The training will be valid for five years.

The Department of State's Foreign Service Institute (FSI) in Arlington, VA provides the approved four-day training class, "Serving Abroad for Families and Employees (SAFE)."

This training is offered in two modules/courses, "Security Overseas Seminar - MQ911" (two-days) and "Introduction to Working in an Embassy - PN113" (two-days).

Training covers safety and security issues overseas and the structure and mission of the U.S. embassies and consulates. The cost of both courses is approximately $500.

The course, "Introduction to Working in an Embassy," is available online throughout the year. To register, the FSI requires a completed SF-182 form http://www.opm.gov/forms/pdf_fill/SF182.pdf [PDF]. NIH's agency location code is 75080031.
