Job Description

Budget Analysts at the NIH provide leadership for all phases of budget services, including budget preparation, formulation, presentation, execution and financial management policy. Budget analysts consolidate data for the presentation of the budget and provide a viable overview of the financial status of operations. They maintain accounting records and analyze funds to identify possible trends which may result in surplus or shortage of funds.  Budget analysts are responsible for evaluating the relationships between major program changes and the financial status of organizations, ensuring adequate funds for program coverage, and preparing reports, forms and schedules.  They provide financial advice to management officials for proper program planning and effective decision-making.  This work requires knowledge of the concepts, practices, laws and regulations which apply to budgeting for programs and services, including knowledge of Office of Management and Budget (OMB) regulations and  policies, as well  knowledge of the process and procedures in which budgets are developed, transmitted, presented, examined by OMB, and reviewed by Congress.
