H.R. 2883—Living Well with Fatal Chronic Illness Act of 2003

On July 24, 2003, Representative James Oberstar (D-MN) introduced H.R. 2883, the Living Well with Fatal Chronic Illness Act of 2003. H.R. 2883 would provide a refundable long-term care tax credit, and provide for programs within the U.S. Department of Health and Human Services, including at NIH, and the U.S. Department of Veterans Affairs for patients with fatal chronic illness. H.R. 2883 would require NIH to expand, intensify and coordinate research on fatal chronic illness. In addition, the bill would require NIH institutes and centers to develop a plan for improving understanding of the mechanisms of disability and suffering in fatal chronic illness and the relief and management of that disability and suffering through to the end of life. H.R. 2883 was referred to the House Committees on Ways and Means, on Energy and Commerce, and on Veterans Affairs.
