H.R. 2507—Conquering Pain Act of 2003

On June 18, 2003, Representative Darlene Hooley (D-OR) introduced H.R. 2507, the Conquering Pain Act of 2003. While the majority of the legislation would address services and insurance coverage, there is a provision which would require NIH to convene a national conference to discuss the translation of pain research into the delivery of health services, including mental health services, to chronic pain patients and those needing end-of-life care. The Secretary of HHS would be required to use unobligated amounts appropriated for the Department of Health and Human Services to convene the conference. Upon introduction, the bill had no cosponsors and was referred to the House Committees on Commerce and on Ways and Means. S. 1278, the companion measure to H.R. 2507, was introduced by Senator Ron Wyden (D-OR) on June 18.

On April 29, 2003, H.R. 1863, the National Pain Care Policy Act of 2003, was introduced by Representative Mike Rogers (R-MI). The only similarity between the Conquering Pain Act of 2003 and the National Pain Care Policy Act of 2003 is that there is a requirement for a conference on pain.
