S. 3880—The Animal Enterprise Terrorism Act

On September 8, 2006, Senator James Inhofe (R-OK) introduced S. 3880, the Animal Enterprise Terrorism Act. Although the text of the bill is not available, remarks in the Congressional Record by co-sponsor Dianne Feinstein (D-CA) state that the bill would "clarify that it is a crime to damage or interfere with an "animal enterprise," which includes legitimate companies and non-profit organizations that use animals for education, research or testing." Remarks by the Senator also note that there is an exception for "conduct protected by the First Amendment," protecting "the actions of the law-abiding protestor while carefully distinguishing the criminal activity of extremists." The bill was referred to the Senate Committee on the Judiciary.

November 13, 2006 - The House passed S. 3880 by voice vote.

PRESIDENTIAL ACTION

November 27, 2006 - The President signed S. 3880 into law as P.L. 100-374.
