S. 2691—The Securing Knowledge, Innovation and Leadership (SKIL) Act

On May 2, 2006, Senator John Cornyn (R-TX) introduced S. 2691, the Securing Knowledge, Innovation and Leadership (SKIL) Act, to amend the Immigration and Nationality Act to 'increase competitiveness in the United States.' The bill would reform both the H-1B visa and employment-based (EB) green card processes by exempting United States-educated foreign workers with advanced degrees from the H-1B and EB quotas. S. 2691 has five co-signers and was referred to the Committee on the Judiciary.
