S. 828—The Christopher Reeve Paralysis Act

On April 18, 2005, Senator Tom Harkin (D-IA) introduced S. 828, the Christopher Reeve Paralysis Act. The Christopher Reeve Paralysis Act was introduced in the 108th Congress, and certain of its provisions passed shortly after the death of Christopher Reeve, as the Research Review Act of 2004 (Public Law 108-427). That measure directed HHS, in coordination with NIH, to outline the methods by which the use of multidisciplinary research teams and consortia could advance treatments, develop new therapies, and collaborate on clinical trials, including spinal cord injury and paralysis research. S. 828 would require NIH to expand and coordinate activities with respect to research on paralysis, and expand and coordinate activities of NIH to enhance daily function for persons with paralysis. S. 828 would also require the creation of Christopher Reeve Paralysis Research Consortia, and the creation of Paralysis Clinical Trials Networks through NICHD’s National Center for Medical Rehabilitation Research. It would authorize $25 million in the aggregate for the Fiscal Years 2006 through 2009 for each of the research and rehabilitation sections. S. 828 was referred to the Senate Committee on Health, Education, Labor and Pensions (HELP). A companion measure, H.R. 1554, was introduced on April 12 by Representative Michael Bilirakis (R-FL). H.R. 1544 was referred to the House Committees on Energy and Commerce and Veterans' Affairs.
