STRIDE

STRIDE Selection Process

Eligibility Criteria:

To be eligible to apply for positions announced under the provisions of the NIH STRIDE Program, an applicant must meet all requirements below:

  • be employed at NIH in a career or career-conditional appointment for at least one year prior to the closing date of the announcement, and be willing to assume full-time status;

  • apply for STRIDE positions in the NIH organization other than the area, i.e., branch/lab/office in which currently employed;

  • be employed in a one-grade interval job series in the General Schedule (GS) or the Federal Wage Grade (WG);

  • possess a high school diploma or the General Education Development certificate of equivalency and not hold a bachelor's degree; and

  • be employed at the grade level at which the positions are announced (GS-5, 6, or 7) or be willing to accept a voluntary downgrade to the maximum grade level announced. There are no promotions into the program. Employees accepting a downgrade are eligible for pay retention.

Evaluation and Selection:

STRIDE participants are selected competitively according to the DHHS Career Opportunities Training Agreement (COTA) and the Merit Promotion Plan. The Stride subcommitee, in collaboration with the National Institutes of Health Training Center (NIHTC)/Office of Strategic Management Planning (OSMP), develops the standard rating criteria to be used for all STRIDE positions. All candidates will be evaluated to determine if they meet the basic criteria. A Qualifications Review Board (QRB) will further evaluate those who meet the basic criteria. The QRB members will review the candidate's complete application package. Qualified candidates will be grouped into broad categories of highly qualified, well qualified, and minimally qualified. The highly qualified candidates will be referred to the selecting official (supervisor). The selection will be based upon a review of the candidate's application, references, and interview.
