AVAILABILITY OF NATIONAL CANCER INSTITUTE PROGRAM ANNOUNCEMENTS FOR 
SMALL BUSINESS INNOVATIVE RESEARCH (SBIR) AND SMALL BUSINESS TECHNOLOGY 
TRANSFER RESEARCH (STTR) PROGRAM OPPORTUNITIES

The Small Business Innovation Research (SBIR) program is a set-aside 
program (2.5% of an agency's extramural budget) for domestic small 
business concerns to engage in Research/Research and Development 
(R/R&D) that has the potential for commercialization.  The Small 
Business Technology Transfer (STTR) program also supports the 
participation of small businesses in Federal Research and Development 
with an additional requirement for a formal collaboration with the 
research institution in Phase I and II.  The President's budget 
proposal for the National Institutes of Health would increase the set 
aside for the Small Business Technology Transfer (STTR) program from 
0.15 to 0.3 % of the total NIH extramural research and development base 
in fiscal year 2004.  The STTR program requires that 30-60% of the work 
be performed by the non-profit research institution and the Principal 
Investigator be an employee of either the small business or the 
academic research institution.  The program is designed to stimulate 
technological innovation and encourage partnerships between research 
institutions and small businesses.

the National Cancer Institute has a number of Program Announcements 
(PA) for fiscal year 2004.  Potential applicants are encouraged to 
think about the many uses of this mechanism as it may apply to
