Recruitment of Collateral Duty EEO Counselors

Functional Title of Assignment: The Office of Equal Opportunity and Diversity Management (OEODM) is soliciting applications for Equal Employment Opportunity (EEO) collateral duty counselors. EEO Counselors serve on a volunteer basis and must be able to serve for at least two years. EEO collateral (volunteer) assignments are official duties and responsibilities assigned t an employee in addition to the normal duties and responsibilities of the position the employee occupies. The EEO counselor will be allowed a reasonable period of duty hours from his/her regular duty to receive EEO training and to work exclusively on EEO cases when assigned.

Roles/Responsibilities: EEO Counselors provide a vital service to managers and supervisors by assisting them to identify and resolve problems. The EEO counselor is responsible for conducting an informal inquiry into the matter(s) presented by an aggrieved person, assisting management and the aggrieved employee at the lowest level, and to prepare a complete report.

Criteria: In selecting a collateral duty EEO counselor, the following criteria will be considered:

  1. All applicants will be considered regardless of race, color, sex, national origin, age, religion, or disability condition.
  2. EEO Counselor applicants must be at least grade GS 7 or equivalent.
  3. The duties of an EEO counselor may occupy up to 10% of the employee's time.
  4. Prior approval from the applicant's immediate supervisor must be obtained.

Areas of Consideration: Applicants must be Federal employees within the NIH work force.

Application Procedures: If you are interested in becoming an EEO Counselor, please submit your application to the OEODM, ATTN: Director, DCMR via email or fax at 301-402-0994. Once you are selected to serve as an EEO counselor, you will be required to attend a 40-hour "Basic EEO Counseling Training" course, prior to certification and appointment. The training is at no cost to you or your Institute or Center (IC).

In your application, please provide a narrative description for each of the following criteria:

  1. Ability to communicate with persons at different levels, including those who hold key management positions in the organization.
  2. Ability to gather and analyze a variety of pertinent facts and opinions concerning controversial issues.
  3. Ability to write a comprehensive summary report.
  4. Ability to maintain confidentiality, impartiality and objectivity throughout the process.
