Salary Range: $107,550 - $162,100  (Annual salary limit is subject to OPM and OMB certification of the HHS SES Performance Plan at the time of appointment. Certification is an annual event.)

A recruitment bonus of op to 25% of base pay may be available to a non-Federal applicant selected for this position, subject to individual approval.

A relocation bonus of up to 25% of base pay may be available to a permanent Federal employee who must relocate to accept this position, subject to individual approval.

Duties and Responsibilities:   The incumbent supports NIH’s biomedical research mission and related activities by providing executive leadership and direction to the entire facility management program for the NIH that extends to all NIH organizational components on campus and within other counties and states. NIH property includes over 82 buildings on the Bethesda campus, including a 250-bed research hospital, situated on over 300 acres. The types of facilities used by NIH consist predominantly of special purpose space such as hospitals, multi-disciplinary clinics and biomedical research laboratories, facilities that house computers, animals, and unique testing devices, and general office and support space. The incumbent serves as the principal advisor to the NIH Deputy Director for Management, NIH Director and NIH Deputy Director on all phases of facility planning, acquisition, construction, operation, and management, to include environmental protection. Provides senior level communications with such offices and agencies as the General Services Administration, Office of Management and Budget, Congress, and senior Department of Health and Human Services and NIH management. The incumbent provides overall direction and expert advice and guidance for the facilities management and technical engineering programs of the NIH including operating and maintaining hospital, clinical, and laboratory buildings and support facilities, and an infrastructure consisting of complex central plant equipment and utility distribution systems. Also oversees the establishment of program policies and goals covering design, construction, alteration, preventive maintenance, and renovation projects covering all NIH facilities. The Office of Research Facilities Development and Operations has a budget of approximately $200 million and a staff of approximately 600 including engineers, architects, craftsmen, project managers, contract specialists, real estate specialists, industrial chemists and various other technical and administrative specialists.

Qualifications Requirements:

Applicants must meet the requirements for the Architectural Series, GS-808, as defined by the U.S. Office of Personnel Management Qualification Standards Manual for General Schedule Positions.

Executive Core Qualifications (Mandatory): Please note that unless you are currently serving under a career Senior Executive Service appointment, are eligible for reinstatement in to the SES, or have successfully completed an SES Candidate Development Program approved by U.S. OPM, you must submit a narrative statement covering each of the Executive Core Qualifications (ECQs) listed below. The narrative should demonstrate the necessary level of management skills, characteristics, qualities, specialized knowledge, and technical competence that would indicate successful performance in the SES. Your examples should be clear and concise and emphasize your level of responsibilities, scope and complexity of the programs managed, program accomplishments with results of your actions, policy initiatives, and level of contacts. It is recommended that you limit your narrative to two pages per ECQ. Additional information on the Executive Core Qualifications (ECQs), including the key characteristics and leadership competencies associated with the ECQs, and information on writing effective ECQ statements, is available at http://www.opm.gov/ses.

  1.   1. Building Coalitions/Communication – Please describe your experience in explaining, advocating, and expressing facts and ideas in a convincing manner, and negotiating with individuals and groups internally and externally. It also involves the ability to develop an expansive professional network with other organizations, and to identify the internal and external politics that impact the work of the organization.

Additional Professional/Technical Qualifications:

To be considered highly qualified, candidates must possess, in addition to the executive core qualifications listed above, experience at the GS-14/15 level or equivalent in the following professional/technical qualifications:

  1. Ability to provide direction and leadership for a large comprehensive facilities program including such components as general purpose buildings, special purpose facilities such as technically oriented buildings, acquisition and construction programs, utility operations/environmental protection, facility planning and design, and maintenance.
  2. Technical knowledge of facilities areas including: acquisition, construction, planning and design, utilities operations/environmental protection, and maintenance. The most recent, up-to-date knowledge of new developments and technologies must be evident as well as the ability to plan long-term strategies incorporating facility and financial aspects.
  3. Knowledge of resource and risk management/internal controls including: management of human capital and the ability to direct and develop a diverse subordinate staff and design human resource strategies to meet the organization’s mission; ability to manage the fiscal resources of the organization and to plan and manage within allocated budgets; and management of risk and the evaluation of program performance.
