The Office of Research Facilities Development and Operations (ORF), Division of Facilities Planning (DFP) provides assistance to ICs and the NIH Space Recommendation Board (SRB) to identify and acquire space both on and off the NIH campus. To request space, a Space Justification Document (SJD) listing the amount of space, location, purpose and date required, must be submitted by your IC Director, Scientific Director, or Executive Officer to DFP, Building 31, Room 3B44. The request must be signed by the IC Director or designee. The SJD is forwarded to the appropriate ORF Space Coordinator (see below) for review and evaluation. The SRB reviews the request and renders a decision.
When appropriate, the Space Advisory Team (SAT) assesses the engineering, safety and other issues associated with each request for space. ICs must provide written confirmation that funds are available to cover all relocation and alteration expenses and the increased rent associated with the request.
In addition, as part of the evaluation for all administrative space requests, the utilization rate (net square feet per person) for the building in which space is being requested, is confirmed using the latest NIH Census Report. The NIH uses the standard 160 UR for on-campus buildings and 190 UR for off-campus buildings. There are no standards at this time for research space.
