This issue is not new. Regular staff turnover and attrition can lead
to a loss of valuable knowledge, and NIH is always seeking to retain as
much of it as possible. Because the A-76 process requires a schedule of
functions to be studied, staff can anticipate and begin to prepare for
changes that may come. This will allow adequate time for sharing knowledge
and experiences, as well as proper training. Federal project officers
who oversee these new contracts must take the necessary steps to acquire
the knowledge and skills necessary for proper oversight and management.
