Has anyone identified for NIH and DHHS the real impact of A-76 on employees,
customers, and the long-term reputation of NIH? Employees would like to
see cost/benefit data that makes a clear argument for competitive sourcing. |

Since this is the first time NIH (and most civilian agencies) have conducted
A-76 reviews in the past 15 years, there is not much hard data related to
the “real impact.” |
