As long as NIH retains the function, a viable workforce has to be maintained.
The Agency does not assume that a function will be outsourced merely because
a cost-comparison study is planned. However, NIH management will continue
to limit hiring in areas where outsourcing could occur in order to minimize
the number of displaced employees. |
