If the functions being reviewed
have vacancies, those will count toward the review for credit. However, contractors currently at NIH only counted in 2003 if we had directly converted all or part of the function during the review period (under the revised circular, this is no longer an issue as direct conversions are no longer permitted). Current contractors
(already conducting
the function at the beginning of the review) are not credited toward the
review.
