Sec. 32.55  Judicial appeal.

    (a) A claimant seeking relief from the denial of his claim may 
appeal judicially under 28 U.S.C. 1491(a) (claims against the United 
States).
    (b) Consistent with Sec. 32.8, any approval or denial described in 
Sec. 32.54(a) shall constitute the final agency determination.
