Library Names Charles S. Fulmore Contracts and Logistics Chief

The Library of Congress has announced the appointment of Charles Scott Fulmore as the new Chief of Contracts and Logistics Services.

"The post, a key administrative position, plays a most important role in support of the Library's multi-faceted mission," said James R. Trew, Director of Integrated Support Services.

Lt. Col. Fulmore, currently Deputy Associate Director for Contract Operations at the Army's Electronics Command Acquisition Center, Vint Hill Farms Station in Warrenton, Va., will assume direction of the Library's procurement and supply department on September 19. He will oversee the work of some 50 employees who spend $300 million a year on supplies and equipment and oversee inventory control for the Library. They work at the Landover Annex in Maryland.

At Vint Hill since 1992, Lt. Col. Fulmore has been responsible for overseeing annual spending of $3 billion to provide contract support to intelligence and electronic warfare program offices, a research and development center, a material management center, and Vint Hill itself.

During his military career, Lt. Col. Fulmore helped to orga- nize the first national conference on "quality management" and helped establish a non-profit organization to promote its con cepts in public- and private-sector enterprises.

A graduate of Utah State University with a degree in Political Science, Lt. Colonel Fulmore obtained his Master's degree in Procurement and Acquisition Management from Webster University. He gained additional training at the Army Logistics Management College, the Air Force Institute of Technology, and by completing graduate courses at the University of Florida and Florida Institute of Technology. He has published numerous articles on logistics and acquisition and is listed in Who's Who of Military Authors.
