The contract for program 562-S, the conversion of Congressional Hearings, Committee Prints, Reports, Documents and Hearings to microfiche, has just been awarded to Data Management Internationale (DMI), of New Castle, Delaware. Now that the contract has been awarded, libraries will soon see the resumption of microfiche shipments for this group of publications. Please send claims to the address that appears on the shipping list. To review the contracts previously awarded: The contract for program 823-S, the Bound Congressional Record, was awarded to Data Management Internationale on November 1, 2007. Distribution has begun. The contract for program 613-S, Code of Federal Regulations, was awarded to National Archive Publishing Company in Ann Arbor, Michigan.  Distribution has begun. In order to comply with an amendment to the Standing Rules of the Senate, GPO is updating the Conference Reports Web page on GPO Access, effective on the morning of November 9, 2007. Paragraph nine of Rule XXVIII of the Standing Rules of the Senate now states: "9. (a)(1) It shall not be in order to vote on the adoption of a report of a committee of conference unless such report has been available to Members and to the general public for at least 48 hours before such vote. If a point of order is sustained under this paragraph, then the conference report shall be set aside." Normally, conference reports are printed and made available online in the Congressional Record the day after they have been filed. In those cases when GPO is unable to print a conference report the next day, GPO will scan the manuscript and post the searchable PDF of the manuscript on the Conference Reports web page on GPO Access. Otherwise, links to the conference reports as they appear in the Congressional Record will be posted on the Web page. Links to each conference report will be date and time stamped to establish when the conference report was first made available to the public online. If a conference report is scanned as a manuscript, that version will be superseded when the conference report is made available in the Congressional Record. Links to a conference report in the Congressional will be superseded when the conference report is made available in the Congressional Reports database. Although the PDF of the scanned manuscript of a conference report will be searchable, handwritten notes or other illegible text may or may not be completely searchable. Regardless, the image of the handwritten notes, etc., will be captured in the PDF of the scanned manuscript.

As part of its education and outreach mission, GPO’s Library Services and Content Management has presented several programs on topics related to the Federal Depository Library Program through OPAL, a Web conferencing service. Now LSCM is opening up its OPAL room to members of the depository library community who would like to present additional educational and training sessions for the benefit of the community. Programs can be live or pre-recorded and should focus on a specific aspect of U.S. Government information, Federal Depository Library Program issues, or depository library operations and management. GPO will review proposals for suitability. Approved presentations will be recorded and are subject to further GPO review before posting to the GPO OPAL Archive. To submit a proposal, complete the Online Educational Program Proposal Form. More information on OPAL (Online Programming for All Libraries) is available on their Web site.

GPO is now seeking volunteers to participate in testing its redesigned Needs & Offers (N&O) service. Using this automated service, Federal depository libraries seeking to dispose of publications withdrawn from their collections may place publications with other depositories, while libraries seeking publications missing from their depository collections can state their needs. Beta testers are being asked to create and maintain "ads", test the search feature, interact with other beta users by claiming mock items, and providing feedback on how GPO can improve the service. This will be a CLOSED beta test consisting of 30 users on a first come, first serve basis. Complete the form below to apply to be a beta tester. The beta test will be open for approximately one month. Those selected for the test will be notified next week with their FDLP Desktop login information.

The FDLP Desktop has launched a new promotional ordering system where Federal depository libraries can receive promotional materials, such as flyers, pens, stickers, anniversary certificates, and much more. These materials are offered at no charge to Federal depository libraries. Please use these materials to assist you in your efforts to increase public awareness of the Federal Depository Library Program. At present, the system is only available to depository coordinators. When FDLP Desktop registration opens to the full community following the completion of the Biennial Survey, the ordering system will be open to all Federal depository librarians. Please consider carefully the quantity of materials needed for your library when ordering so that we can continue to offer these materials. There is an order limit (usually 25 items) on some of the materials in order to ensure that we have enough materials in stock for everyone. The 2009 Spring Depository Library Council meeting will be held at the Hyatt Regency Tampa located at 211 North Tampa Street, Tampa, Florida, 33602. A limited number of rooms will be available on a first-come, first-served basis at the prevailing Government Per Diem rate of $104.00 (plus 12% tax) per night - single. Reservations should be made before Saturday, March 28, 2009 to ensure receiving the prevailing Government rate. Reservations made after March 28th will be subject to availability, and the rate may vary. The Government rate will be honored beginning beginning Thursday, April 16 through Saturday, April 25, 2009. The Federal Depository Library Conference and Fall Depository Library Council meeting will be held at the Doubletree Hotel in Arlington, VA. On-site registration, along with coffee with Council members, starts at 8:00 a.m. on Monday, October 20, 2008. The Conference/Council meeting will begin with a GPO Update plenary session at 10:30 a.m. The conference will conclude on Wednesday, October 22, 2008. The Conference and Council meeting are open to everyone, and there is no registration fee. The programs provide Federal depository library staff, information professionals, and all others interested in Federal Government information dissemination the opportunity to stay current with Federal Depository Library Program activities, provide input into the planning process, and exchange ideas among colleagues. The Conference and Council meeting will be held at the Doubletree Hotel, located at 300 Army Navy Dr., Arlington, VA 22202. Dear Depository Librarian: I have been advised by the U.S. Census Bureau that some Census Bureau publications sent to depository libraries from 1992 to 1998 should not have been distributed. These materials were intended for internal use only, for field agent testing. Public access to these documents could compromise the integrity of the Census’ program for field agent testing. For that reason the publications are considered to be sensitive. At the request of several libraries in the FDLP, GPO staff have obtained an update on the printing and publication of issues of the Congressional Record (Bound) Index and Daily Digest (X 1.1: item nos. 0993-B and 0993-C). As of December 15, 2008, volumes 144, 146, and 147 of the Daily Digest have been printed. Volume 145 of the Congressional Record (Bound) Daily Digest is currently being prepared for printing, but a release date is not available at this time. GPO's Depository Distribution division has begun using UPS as its small package pickup contractor. There is now a new process for return labels. This streamlined process will allow for fewer misdirected packages. When Distribution receives a request for a return label, that request will be entered into the UPS Ship Master. The request is then forwarded to the UPS processing office in your area. The UPS Driver will come directly to your facility, pick up the box, label the box, and return it to GPO's Depository Distribution division. If your mail is received in a central facility, such as a mailroom, you should take the package to that area for pickup. The pickup should take place within 24 hours after entry into the UPS Ship Master. Please note that current processes for forwarding packages via FedEx remain the same.
