                                                                                SUBJECT:  First Responder Equipment Purchase Program, Defense Logistics Agency  

I am pleased to take this opportunity to provide ODP equipment grant recipients with
additional information about the First Responder Equipment Purchase Program announced in
ODP Information Bulletin #13.  Please find enclosed detailed information regarding
procurement procedures and contact listings for this important program.  This joint effort between
the Office for Domestic Preparedness Support (ODP) and the Defense
Logistics Agency (DLA) provides an alternative method of equipment procurement for ODP
grantees.  Through this program, State, county, and municipal grant recipients can procure basic
defensive equipment for first responders through the DLA Defense Supply Center Philadelphia
(DSCP), potentially saving valuable time and money compared to typical procurement methods. 
We highly encourage all grantees to review the enclosed material and contact your DLA regional
representative to discuss the numerous benefits of this program.
