The Telecommunications Sector Policy In Lebanon

سياسة قطاع الاتصالات في لبنان
 
 

 The Government of Lebanon has adopted a telecommunications policy that aims to transform the telecommunications sector in Lebanon from a state-owned fixed monopoly to a competitive market, open to private participation.  The policy is based on four basic pillars:

 

 لقد تبنت الحكومة اللبنانية سياسة اتصالات تهدف إلى تحويل قطاع الاتصالات في لبنان من ملكية الدولة الاحتكارية الثابتة الى سوق تنافسية مفتوحة لمشاركة القطاع الخاص. ترتكز هذه السياسة على أربعة ركائز أساسية:
 

·      The liberalisation of the telecommunications sector through the adoption of a new legal and regulatory framework for telecommunications.

 

  • تحرير قطاع الاتصالات عبر تبني إطاراً قانونياً وتنظيمياً جديداً للاتصالات.

·       The establishment of an effective and efficient regulatory authority to ensure that the market operates smoothly and to counter anti-competitive behaviour.

  

  • تأسيس سلطة تنظيمية فاعلة للتأكد من أن السوق يعمل بشكل انسيابي ومواجهة التصرفات التي تؤدي الى عرقلة المنافسة.

·       The optimisation of the value of the state-owned telecommunications operator, the GSM mobile networks, and other publicly owned assets such as the radio spectrum.

  • تحسين قيمة مشغل الاتصالات المملوك من قِبل الدولة وشبكات الهاتف النقال التي تعمل بموجب نظام GSM والأصول الأخرى المملوكة من قبل الدولة مثل نطاق الاتصال اللاسلكي

·      And, finally, a fast-track opening to private participation.

  • و أخيراً فتح الباب واسعاً أمام مشاركة القطاع الخاص
