Congressman Charles Rangel joined policymakers, child welfare advocates and elected officials in stressing the need to address the disproportionate share of African American youth in national and local foster care systems at a community conference on Monday, December 10, 2007. The forum was organized by Rep. Rangel's office with the Child Welfare Organizing Project (CWOP) and held at the Adam Clayton Powell Jr. State Office Building.
