President Signs H.R. 3199 and S. 2271

On Thursday, March 9, 2006, the President signed into law:

H.R. 3199, the "USA PATRIOT Improvement and Reauthorization Act of 2005," which, among other provisions, makes permanent or extends expiring authorities under the USA PATRIOT Act; renews other laws concerning terrorism; provides new tools to combat terrorism financing; and regulates the sales of certain drugs containing chemicals used in the manufacturing of methamphetamine; and

S. 2271, the "USA PATRIOT Act Additional Reauthorizing Amendments Act of 2006," which, among other provisions, clarifies that individuals who receive national security letters are not required to disclose the name of the their attorney; and that libraries are not wire or electronic communication service providers unless they provide specific services.
